      Levels of homelessness defined by the Australian Bureau of Statistics:
  • Absolutely homeless: People without an acceptable roof over their heads, living on the streets, under bridges, deserted buildings;
  • First degree homeless: People moving between various temporary or medium term shelters such as refuges, hostels, boarding houses or friends;
  • Second degree homeless: People constrained to live permanently in single rooms in private boarding houses, hotels, or temporarily sharing others’ homes;
  • Third degree homeless: People who are housed but without conditions of ‘home’ e.g. security of tenure, safety or in conditions of adequate standard.

1996 Census was  the first Census that the information on homeless persons was collected. Only homeless persons at the first three levels (absolutely, first and second degree homelessness) were identified at the Census.

The median age for homeless males was 43  and for homeless females was 35. Homeless males outnumbered homeless females in all age groups. Compared to males, females were less likely to become homeless for long periods.

Sleeping rough: this category includes people enumerated in sheds, humpies and other improvised dwellings, etc, occupied on Census night. It also includes people sleeping on park benches or in other 'rough' accommodation (the traditional definition of homeless people).
Hostel/refuge for homeless persons: institutions providing cheap or free residential accommodation on a nightly basis to homeless and destitute adults, or institutions providing emergency residential accommodation for homeless and destitute persons.
Boarding house/private hotel: establishments providing accommodation predominantly for resident guests.
Hotel/Motel: Establishments providing commercial hotel and motel services, predominantly for transient guests.

Homeless persons are mainly concentrated in South Sydney, Sydney, Randwick and Waverley, accounting for 86% of all homeless persons in SEH.
